Historic Launch of Self-Enumeration Process as India’s First Digital Census Begins




A new chapter in India’s development and growth story was written today with the simultaneous launch of the Self-Enumeration process for Census 2027 across the Union Territories of Jammu & Kashmir and Ladakh. This initiative is being seen as significant not only administratively but also in terms of public participation.

This will be the first Census of Jammu & Kashmir and Ladakh after becoming Union Territories in 2019, and it will also be India’s first fully digital and paperless Census.

In Jammu & Kashmir, the Self-Enumeration process was formally launched by Hon’ble Lieutenant Governor Shri Manoj Sinha, while in Ladakh it was inaugurated by Hon’ble Lieutenant Governor Shri Vinai Kumar Saxena.

On the very first day, the Chief Secretaries of both Union Territories—Shri Atal Dulloo (IAS), Chief Secretary, Jammu & Kashmir, and Shri Ashish Kundra (IAS), Chief Secretary, Ladakh—also completed their self-enumeration, setting an example for others.

They completed the process through the official portal www.se.census.gov.in, highlighting the simplicity, transparency, and citizen-friendly nature of the digital system.

The initiative is being viewed as an important step towards raising awareness and ensuring maximum public participation.

Shri Amit Sharma, IAS, Chief Principal Census Officer (CPCO), played a key role in conceptualizing and coordinating the high-level launch and described it as a national campaign based on public participation.

The Lieutenant Governors described Census 2027 as a transformative exercise that will play a defining role in future governance, infrastructure planning, and public service delivery.

They also appealed to citizens, especially youth, students, educational institutions, government employees, and community organizations, to actively participate in the process.

Officials informed that the Self-Enumeration facility will remain available from 17 May 2026 to 31 May 2026, while the House Listing Operations and Housing Census will be conducted from 1 June 2026 to 30 June 2026.

This initiative is being seen as a strong step towards a digital, transparent, and technology-driven governance system, contributing to the vision of ‘Viksit Bharat 2047’.
